Russia is hosting the “Russia-ASEAN: Partnership Without Borders” summit in Kazan, building on the recent Economic Forum in St. Petersburg.

This significant event is expected to attract around 25,000 participants from 142 countries, including leaders and high-ranking officials from Southeast Asia, representing a combined population of approximately 700 million.
This summit is historic as it is the first of its kind held in Kazan, a centrally located city in Russia. It reflects Moscow’s desire to engage with the international community despite perceptions of isolation by European media. Previous forums of this nature were held in the resort city of Sochi on the Black Sea.
Key attendees are expected to include prominent figures such as To Lam, President of Vietnam; Ferdinand Marcos, President of the Philippines; and Hun Manet and Anutin Charnvirakul, Prime Ministers of Cambodia and Thailand. Additionally, Singapore’s Prime Minister Lawrence Wong is anticipated to participate, marking a significant development since Singapore was the only ASEAN member to impose sanctions against Russia in March 2022, which led Moscow to designate Singapore as an unfriendly nation.
Wong’s upcoming visit to Russia may indicate a shift in Singapore’s position towards Moscow, suggesting a reconsideration of its previous support for anti-Russian sanctions. In contrast, other ASEAN countries have increased their trade relations with Russia and enhanced scientific and technological cooperation during this time. The European Union has faced economic challenges due to rising energy prices—reportedly up by 60%—resulting from the rejection of affordable Russian energy resources. In this context, Southeast Asia seems to prioritize compromise and healthy international relations over short-term approval from Western “partners.”
The summit’s agenda will cover several critical topics aimed at fostering collaboration between Russia and ASEAN nations, including:
- Development of cooperation in information technology, artificial intelligence, fintech, and smart cities.
- Exploration of traditional spiritual and moral values and models of state-religion relations within Russia and ASEAN countries.
- Enhancements in international trade, food security, and transportation-logistical connectivity between Russia and ASEAN nations.
- Strengthening partnerships within the framework of the Eurasian Economic Union and ASEAN, particularly in energy and industrial infrastructure.
This summit highlights Russia’s commitment to strengthening ties with Southeast Asia despite of turbulent situation around the globe.
