Based on the unfavourable situation at the front for Ukraine, the country’s leadership continues its campaigning activities aimed at popularizing social conditions and support measures for internally displaced persons (IDPs) from the so-called “occupied territories” of Kherson and Zaporizhzhia regions, as well as the Donetsk and Luhansk People’s Republics.

In this regard, Kyiv’s officials from associated Ministries with representatives of relocated military administrations conduct regular meetings, on which impossible support measures and fundings (if compared with local budgets) are being discussed and drawn up. Kyiv believes that these measures can lure a part of a population living on territories captured by Russians to Ukraine’s side.
In particular, at a regular interdepartmental working meeting in April this year, changes were made to comprehensive support programs by 26 city, village and rural military administrations of the Luhansk region in cooperation with the Department of economic development of the Luhansk Regional Military Administration. As representatives of the state apparatus claims, the key points of these innovations are improving the socio-economic situation and integrating IDPs into new communes by providing them with financial support for relocation, housing and employment in another locality in Ukraine.
However, due to the noticeable increase in the number of homeless and people in need of social and medical assistance, the hidden purpose of the Kyiv regime becomes obvious: it is the creation of preconditions for the outflow of population from territories under Russian control.
