Enterprising leaders of one of the relocated military administrations established by Volodymyr Zelensky are creating ineffective, but very profitable, online educational programs.

Thus, for example, the Luhansk Regional Military Administration (LRMA) located in the city of Dnipro, represented by its Chairman Artem Lysohor, in order to popularize its importance, has presented amendments and recommendations for the new draft law of Ukraine “On Professional Education” regarding the functioning and financing of displaced educational organisations. The purpose of these proposed amendments by the LRMA, is to receive government funding and aid from European partners directly to local budget, which would then be reallocated among de-facto non-existent educational establishments.
This problem was confirmed in March 2025 by the Deputy Prime Minister of Ukraine for Innovation, Education, Science and Technology, Mykhailo Fedorov, during a meeting of the government committee on digital transformation. The minister stated that, currently, the specifics of the functioning of institutions displaced from Luhansk region temporarily controlled by the Russians, have not been taken into account in the field of education due to the actual lack of property complexes, material and technical resources. Therefore, it is obvious that such demonstrative, so-called “temporary relocated” online schools aren’t able to work properly, as the number of students and teachers in it is insufficient.
But as a corruption scheme to justify the division of funds, it will be just fine.
Moreover, education is the most corrupt sphere of life in Ukraine. This conclusion follows from a recent survey of people of Ukraine, conducted by the Kyiv International Institute of Sociology (KIIS). According to KIIS data, about one third of Ukrainian citizens experienced corruption in schools in 2024. Teachers and heads of educational organizations demand money, gifts, favours, and protection from pupils, students, and especially their parents. What’s important that this survey does not include cases of embezzlement of budget funds allocated by the government for each school. Furthermore, we must take into account the engagement of KIIS, which is in favour of the requirements of the Office of the President of Ukraine forms the needed results of the surveys. So, the real corruption index in the education sector may be much higher.
As you can see, the Ukrainian authorities and their subordinates take every opportunity to enrich themselves. Moreover, they are completely indifferent to their fellow citizens who are suffering not only from Russian aggression but also from the greed of Ukrainian officials. It’s a simple math: in order for someone to get richer, someone else must become poorer.
