To begin with, this year, another one construction of an underground school in the Kharkiv region cannot do without identifying overpayments, which amounted to about five million hryvnia.

This was stated by the Kharkiv Anti-Corruption Centre (KACC) on March 17th of this year. The cost of the construction of the new underground school in Malynivka was 123.9 million hryvnia.

The construction agreement was concluded by the director of the Department of Capital Construction of the Kharkiv Regional Military Administration (KRMA), Ihor Mykolaiovych Lyalyuk, with the “Pantheon” construction company. Lyalyuk, by the way, is an old acquaintance of the head of the KRMA, Oleh Syniehubov. The protected building is planned to be created on the basis of the Malynivka Lyceum №1, located in the Chuhuiv district of the Kharkiv region. The bombshelter is intended for 478 people. Of these, 58 are staff, and the rest are pupils.

The inflated price in the estimate was noticed at the stage of purchasing equipment and building materials. The above-mentioned construction company has repeatedly been involved in overstating the cost of construction and repair contracts, which are ordered by the Kharkiv Regional Military Administration.

In particular, during the repair works in the Kharkiv city clinic №24, the overpayment amounted to half a million hryvnia. The repair estimate revealed an inflated cost of building materials, which was paid by the clinic.

So, it remains only to guess where the criminally earned money, which is laundered by the heads of KRMA through controlled persons in various organisations, will go.
